On this occasion, an association of agriculture and forestry and seafood has exposed an idea to expect the government to the policies of financial aid, to help enterprises and farmers solve the difficulties.

According to Mr Luong Van Tu, the president of the association of coffee of Vietnam, one difficulty of coffee’s planter when they have been in the crop of coffee, being lack of money so they often sell kernel coffee to have money, paying for labor, paying fertilizer for agent… In this reason, when the coffee has been at the end of the crop but many farmers have not coffee for sale.

Mr. Tu said that “We expected the government that it has been important to have the financial aid for planters of coffee to pay the interest, pay debt from bank or for labor… In this reason, planters of coffee have not bartered away, sold the total coffee at the beginning of every crop”.

About pepper, the year 2009 has been the year which has the price of selling pepper increasing continuously at the last months and the price of the next year has been higher than the following year. On the other hands, Mrs. Truong Thi Thong, the vice-president of the association of pepper of Vietnam, said that: “Enterprises of exporting pepper could not buy product because of lacking interest. They have lost many chances to sell with the high price when the price of pepper in the world market has suddenly increased sharply.

According to Mrs Thong, because of the influence of the storm number 9 and 10, the area of planting pepper in the provinces of high land has been lost completely. The association of pepper has expected the Department of Agriculture to reduce the debt for farmers to continue with pepper. With enterprises, the government has carried out every time to help enterprises to borrow with interest to reserve pepper when the price has been low.

According to Mr. Do Xuan Mai, the general secretary of the Association of feeding and processing seafood of An Giang province, the government has to have the policies of financial aid for farmers of pangasius at the Mekong River Delta for them to pay attention to this fish.

According to Mr. Mai, in 2010, the tax of import the material like corn meal, fish meal, meat and bone meal has increased 5%, cod-liver oil 7% and wheat flour 15% so the the price of feeding food will have increased. If the government has not had the policies of supporting for fishermen, they would have stopped feeding.

According to Mr. Mai, “An Giang province has more than 6,000 ha of feeding pangasius at the height but now there have only about 2,000 ha. After many continuous crops, the owners of float of pangasius have loss so they could not continue if they have not any financial aid.”

In 2009, export turn-over of the products of agriculture and forestry and seafood has achieved 15.4 billion USD, increasing 10% compared with the proposed plan. Among them, the products of seafood like pangasius, shrimps, rice, coffee, wooden furniture, rubber tree have the export turn-over more than 1 billion USD.

The Department of Agriculture and Rural Development has exposed the plan of exporting in 2010 for the products of agriculture and forestry and seafood has been 16 billion USD, increasing 3 to 3.2% compared in 2009.
