According to this regulation, up to January 1, 2010 the products of exploiting seafood exported to the European markets have to have a seafood certificate with seafood which has been exploited in country and have a confirmation to commit seafood products with exploiting seafood which have been imported to European markets.

European market is one of the most fastidious market and has a biggest export turn-over of Vietnam. In order to limit the effects to the products of seafood of Vietnam exported to European market which this regulation comes into effect; at once to deploy to carry out this regulation is a chance to reorganize to exploit – purchase – process – export becoming durable development of exploiting seafood, on December 4, 2009 the Department of Agriculture and Rural Development has promulgated the decision No.3477/QD-BNN-KTBVNL about promulgating the regulations of certifying to exploit seafood exported to European market.

In order to deploy to carry out this regulation timely and effectively, the Department of Agriculture and Rural Development has suggested the people’s committee of provinces, coastal cities direct some information below:

1. Direct to carry out the decision 3477/QD-BNN-KTBVNL on December 4, 2009 of the minister of the Department of Agriculture and Rural Development to the captains, the owners of boats, processing enterprises and exporting seafood; the circular No.63/2009/TT-Decree No.123/2006/ND-CP on October 27, 2006 of the government about managing the activities of exploiting seafood of organization, individual of Vietnam in the territorial waters; especially to drill to guide about writing up their diary and reporting with captains, owners of boats and guiding the appropriate authorities to create advantage conditions for owners of exporting to make a certificate of procedures of exploiting seafood and confirming to commit according to the regulation of the department.  

2. Ensure the expense and strengthen the executives forces for the activities of the appropriate authorities about certifying to exploit seafood, managing the exploiting seafood activities of the local in order to complete the mission well.

3. Direct the interdisciplinary forces including: surveyors, police, border guard, checking activities of exploiting of fish boats on sea; at once managing fish boats closely of the local in order not to happen the situation of fish boats and fishermen break the territorial waters at countries to catch seafood; at once directing appropriate authorities to manage strictly organizations, individuals having the behavior of breaking the activities of exploiting and protecting the source of income of seafood.

The Department of Agriculture and Rural Development has suggested the president of the people’s committee of provinces and cities directly under the central government deploy to carry out.
