The Quang Ngai province has the coastline with 139km in length, with six large and small seaports ( Sa Can, Sa Ky, Co Luy, Cua Lo, My A and Sa Huynh ), therefore, it’s favorable for vessels to exploit seafood. The economic privilege area of the province has about 48.150 km2 in width, and the fishing area is about 11.000 km2, there are many kinds of various seafoods,the exploit capacity is about 27.000 tonnes a year

Up to ending of November 2009, the total of vessels in the province were 5.622 ships, the annual exploiting production was approximately 90.000 tonnes. Besides, number of vessels with big power exploiting offshore increase more and more, therefore, the Quang Ngai farmers take part in exploiting seafood in all the fishing areas.

For IUU , Mr. Phan Huy Hoang – deputy director of Agriculture and Rural development service in Quang Ngai province said : “ I’ve just received this regulation. This is a technical“ barrier” that we have to overcome, if there’s not the risk of losing market”. According to Mr. Hoang, making IUU, obviously, not only Quang Ngai meets difficulties, but also the other provinces do . Because the farmers exploit each vessel severally, unstably with the method of unsettled fishing, the various areas, so the management is not easy. The farmers’ education is few, even it’s not easy for them to note the daily notice-board.

Mr. Truong Duc Tri - deputy director of Dai Duong Xanh import-export seafood process company said : “ Just know IUU for a short time, we force to implement because it’s a regulation. There’re no complication because the enterprises have implemented the regulation of accessing the export products’ source for a long time”. Ms. Nguyen Thi Thu Dung - director of Binh Dung company said that previously, the enterprise exported to some countries, but because of the complicated procedure, now we’ve not exported directly, just sold directly for enterprises in HCM city. These companies will make the procedure themselves”

Mr. Duong Van Rin in Binh Chau commune, Binh Son district is a baron for seafood products, confirmed : “ I’ve not heard or known about it. I bought the seafood products of 30 fishing vessels in Quang Ngai, then resold for many enterprises in our country and no information for any source or origin’s request”

Mr. Huynh Minh Ty, the ship’s owners with license number QNg – 5367 TS in Binh Dong commune ( Binh Son district ) said : the weather has been so unstable for many months and because of vessels’ repairment, we stopped going to open sea. Therefore, we didn’t know this information. In the other hand, most of vessels operating with seine in this area usually move so much from North to South , the fishes will be sold for barons who nearest in these fishing areas when fishing, we’re not concerned that where our fishes are sold and whether they are exported or not

Difficult to satisfy
Till now, the EU’s regulation will be effective after 20 days. Now, the managers, enterprises, farmers who applying this regulation actively implement now. However, according to the experts’ consideration, for the time of EU’s regulation, the export seafood products of Vietnam are difficult to satisfy that standard. In reality, many vessels regularly move, the accessing the seafood’s source is not simple. Moreover, the materials to process the products exporting to EU of our country ( consist of self-exploitation and importing ) will have the more and more complicated procedure

According to the seafood experts, implementing IUU is necessary, but rather…intricate. For many days, many enterprises processing seafood have complained because of entanglement in exporting. Some enterprises force to stop signing the contract, because Vietnam hasn’t showed our dynamic to importers. Meanwhile, the EU’s importers are also managing tightly for exploited seafood’s source, therefore, they’re not sure to sign

For the farmers, they are also worried about the complicate procedure in IUU regulation, exploiting seafood in Vietnam is various species, therefore, each vessels even has a lot of various products, in which, just a part is given for processing to export to EU. If the enteprises must show the source of each shipments which bought from a lot of fishing vessels, it will take them a lots of time

The Vietnam associtaion of seafood exporters and producers ( VASEP ) is contacting with Eupea’s agents in order to finding a way to resolve difficulties, entanglements. In which, the most important thing is the petition with EU, firstly, Vietnam will confirm the legal fishing of 17 thousands of offshore vessels with the power over 90 CV, in 130 thousands of Vietnam’s vessels in total. After that, this will be applied to small and inshore fishing vessel ,
